"I missed question 13 on the final but on more than one occaasion it was mentioned that if two cars were to meet on a hill the car facing down should back up the hill until it is safe."

Yes, when two cars meet on a hill and neither car can pass, the car facing downhill must back up. The reason being that the car facing downhill has more control of the car when backing up the hill (See CVC 21661). The driver facing downhill backs up until the driver facing uphill can pass.
